Biometrics in schools in the USA   (what's happening in your state?)

Schools that fingerprint children for registration or the lunch line are storing their fingerprint templates in an insecure environment (compared to, say, a bank) where they could easily be copied or stolen without the school's consent, or in some cases even knowledge.

If schools fail to take adequate steps to protect the biometric identities of children in their care they face the real possibility of future litigation and claims for substantial damages if biometric data is compromised, during a child's entire lifetime as a result of negligence or a failure in their legal duty of care.

"People have to be stark, raving mad to use conventional biometrics to improve the efficiency of a children's lunch line." Kim Cameron, architect of identity and access in Microsoft's connected systems division, 5 April 2007
"There's no absolute, secure system in this country yet... Biometric information could be stolen and that it could be a long time before schools and banks know that it's gone." Richard Faulkner, School Committee Member, Taunton MA, 19 April 2007

"We are a testing ground for this new technology. It's like an ID card for kids..." Jim Kelly, Palm Beach County schools' police chief, speaking to the Sun-Sentinel, 07 July 2004
"The right to be let alone - the most comprehensive of rights and the right most valued by civilized men. To protect that right, every unjustifiable intrusion by the government upon the privacy of the individual, whatever the means employed, must be deemed a violation of the Fourth Amendment." Justice Louis D. Brandies, (Olmstead v. U.S.) 1928

GENERAL:

Biometric scanning of school children in the U.S. is carried out for registration, library, canteen and also on some school bus routes. Some states have made specific laws regarding the use of biometric systems; others enforce the need for parental consent and some ban it altogether.

In the U.S. it seems that school districts are the sales targets of the biometric industry.

The main concerns in the U.S. are parents not being informed, privacy, and security and sharing of data.

SCHOOLS THAT DON'T FINGERPRINT CHILDREN

  • Taunton School Massachusetts abandoned the technology after parents protested strongly and school officials carefully investigated the technical and legal implications of using biometrics in schools.

  • Boulder Valley Public Schools in Boulder, Colorado is one district that decided against the technology.

  • Irvine, California - University High School dropped plan to scan fingerprints.
